According to the Microsoft update history page, the system updates were originally released on February 16. They are available for devices running Windows 10 version 2004 and higher, and they improve system stability and merges support for various Qualcomm parts for both Surface devices.

The update should download and install automatically, but you go to Settings > Update & Security > Windows Update and try to force the download manually if you have not received it.
